台北市議員陳永德、陳義洲、陳惠敏、歐陽龍共同指出，北市勞工局為了增加身心障礙人士就業機會，補助或委託身心障礙社福機構辦理增加就業機會，其中，頗負盛名的就是市府中庭的Enjoy台北餐廳（原為喜憨兒麵包）。
陳永德表示，勞工局與喜憨兒基金會簽訂的契約，並未具體規範盈餘如何使用，難免令人質疑Enjoy台北餐廳盈收流向。
一般社會大眾認為，前往「喜憨兒餐廳」消費可幫助喜憨兒，陳永德說，喜憨兒餐廳直接以喜憨兒做宣傳，生意門庭若市，但利潤似乎無法落實回饋喜憨兒，導致喜憨兒每天辛苦工作，僅領取時薪六十六元，可能不符社會期待。
議員強調，Enioy台北餐廳最大營運成本應是餐廳租金與人事費用，既然市府已經免費提供場地、勞工局又補助開辦費用等，營運成本顯已大幅降低，希望營業利潤，應該落實回饋喜憨兒。
Enjoy台北餐廳表示，所有會計帳目均經會計師認證，並且對外公開，外界如有任何疑慮，可以詳查會計帳目；勞工局表示，將協調業者儘可能適度調整薪資，符合社會期待。 941005

「喜憨兒工作站屬庇護性質，孩子們在這裡工作，都是短時間，屬過度性質。等職業技能養成後，我們會幫每一個人介紹到職場。重點是，我們的營運， 真的很困難，能給孩子每個小時66元工資，已經很盡力了」武庭芳分析，喜憨兒的動作和能力比一般人差，通常，一個正常人的工作，喜憨兒得3到6個人合力， 才能完成；庇護工作站能給孩子的，都盡量給，怎會虧待。
「在國內，庇護性事業，不好經營，賺錢不容易」內憂加外患，武庭芳以「身心俱疲」4字形容自己的心情，而這也是喜憨兒家長們的心聲。
新竹工作站關了以後，具有就業能力的孩子，會先給介紹到社區化就業單位工作；能力還待加強的，則想辦法協調其他庇護訓練單位，繼續努力。未來的天空，自己得闖，喜憨兒基金會無法繼續同行了。
